Jan Cloete from Omaruru, who acted as a guide/ scout for the Germans, later testified: “I was present when the Hereros were defeated in the battle at Hamakiri in the vicinity of Waterberg. After the battle all men, women, and children who fell into German hands, wounded or otherwise, were mercilessly put to death. Then the Germans set off in pursuit of the rest, and all those found by the wayside and in the sandveld were shot down or bayoneted to death. The mass of the Herero men were unarmed and thus unable to offer resistance.

Racial tension, also a major factor, was real and very intense by 1903. 7 Typically these new settlers were ne’er-do-wells, and not a few of them were criminally inclined younger sons of the aristocracy, packed off to “darkest” Africa to prevent them from disgracing the family name at home. The old colonial hands like Leutwein had a real respect for Africans as men, because they knew them as soldiers and because they had fought against them. The newer arrivals saw the black African as nothing but a potential source of cheap labor at best, and some even raised the question whether the colony would not be better off if the black population were completely eliminated.

2 While each tribe had a chief who was its nominal leader, in fact even the richest chief was no more than a primus inter pares, since all the cattleowners in the tribe shared in the decision-making process. Samuel Maherero held the position of Paramount Chief, a fairly new office, because he was chief of the tribe located in the Okahandja area, the largest single grouping of Hereros, and was supported by the German colonial authorities and the Rhenish Missionaries, since he was a Christian. In actual practice, intertribal authority was almost nonexistent, as each chief ruled his own tribe, and the agreement of all the chiefs was needed for common action.
